Kiley & Associates
Gregory Kiley is President of Kiley & Associates, LLC, a Washington, D.C.-based policy development and advocacy firm, founded in 2008. Since retiring from federal service, he has consulted to federal, state and local governments, and industry and non-profit entities on government policy and processes. He has written for the Center for Strategic and International Studies (CSIS) among others, focusing on the legislative process and economics. He has authored in depth studies on federal budgeting, defense industry, the costs of insourcing services sector jobs, and national security and the commercial space sector.
Kiley & Associates has an established, proven track record of navigating multi agency, multidimensional, complex issues. Recent efforts include writing on cyber threats to our Nation’s infrastructure and electrical grid, Department of Defense’s strategic basing decision-making, Department of Energy’s efforts at developing micro-grid testbeds and small modular reactors, and interrelations between states and the federal government.
Prior to working in the private sector, Mr. Kiley served 25 years in the federal government, concentrating on the federal budget and legislative process. He spent ten years as a senior professional staff for the Senate Armed Services Committee (SASC) and U.S. Congress. His oversight portfolio included all military air and ground systems, defense logistics and readiness, DoD’s energy, installations and environmental policy, and the federal budget. His responsibilities included coordinating and conducting congressional hearings, vetting and orchestrating Administration nomination hearings, developing and drafting legislation, and negotiating and staffing passage of annual defense and supplemental spending bills.
Prior to the SASC, Mr. Kiley spent three years as a principal analyst for the National Security Division of the Congressional Budget Office (CBO), concentrating the federal budget, logistics and readiness issues.
Mr. Kiley began his professional career in the U.S. Air Force, culminating as a senior pilot, flying C-130 aircraft and deploying throughout the world. Greg Kiley is a graduate of the U.S. Air Force Academy (1988), the Graduate School of Public Affairs at the University of Maryland (1990), and the Seminar XXI Program of MIT (2003). He and his wife, Kathryn Elizabeth, have three young daughters, Muriel, Elise and Honora.
